Approve changes to East View School plans
Pending renovations would serve to boost enrollment capacity

Several changes have been recommended recently in Oswego's East View Elementary School renovation plans. During a meeting last week, another change was made by school board members to meet enrollment projections.

Doug Gallois, executive director of construction services and Cathi Mundsinger, director of elementary teaching and learning, presented a revised plan to the school district board's growth committee Feb. 8.

The school, located at 4209 Ill. Route 71 in Oswego, was closed at the end of last year for life safety improvements with several new uses being proposed. But, when officials began looking at enrollment projections and saw more than 700 new students this year, they decided it would have to be used again as an elementary school.

The previous plan showed the learning resource center being turned into classrooms and a new LRC being made out of other classrooms.

When board members John Graff and Dave Behrens questioned why this was being proposed, the plan was taken back to the drawing boards for revisions, which included keeping the present LRC.

During the Feb. 8 meeting, Graff noted that most other elementary schools were built with capacities of 700 or more, but the East View plan shows a capacity of 600-650 even though there is space for more.

East View was originally built as an elementary school that had enrollments far larger than schools built today. Later, the District Administrative Center (DAC) was moved into the north end of the building reducing the building's enrollment capacity.

The latest revision submitted to the board last week showed four unused classrooms between the present school and the DAC that would remain unused.

Graff said they should be used for the school to expand the student capacity to 750. Others agreed, so these changes will be made.

The revised plan, prepared by Gallois and Mundsinger, shows the building divided into three zones, each of which would have a flexible learning space with a computer station.

Zone D would have 15 classrooms, and a flex room that could be used for classes if needed.

Zone C would have six classrooms, the cafetorium, (a multipurpose room that can be used as a cafeteria and as a meeting room or auditorium), kitchen, and a flex room.

And Zone B would have four classrooms, music and art classrooms, the LRC, a computer lab, main office, nurse's office, staff room, and a flex room.

The four additional classrooms are between this area and the DAC.

The renovation plans include all new heating, ventilation and air conditioning equipment, roof, and plumbing, life safety work, upgrading of all classrooms and the storage, shelving, and in-room coat storage in the classrooms.

The technology and electrical also will be upgraded, Galois said.

With the new HVAC equipment, the existing uinvents will be removed, increasing the space in the classrooms.

The estimated cost of all work is set at $7,475,000, which is under the $7,8913,000 budget.

Gallois did not say how much it might cost to add and upgrade the four additional classrooms.

The DAC has been housed in the northwest end of the building for several years and will not be changed.

Gallois said the renovation could be done in six to eight months once work starts so it could be ready in time for the 2011-12 school year.

Funds for this work will come from the $450 million general obligation bond issue approved by voters in November 2006.
