Members of the Oswego School District Board's Growth Committee received a sneak preview last week of five-year construction and facility recommendations for the district.
The recommendations are in line with a prior recommendation from the Superintendent's Advisory Enrollment Committee that Murphy Junior High at 26923 W. Grande Park Boulevard in Plainfield be used as an interim high school until the third high school opens in 2014-15.
"This is only a draft at this time. Nothing is certain," Todd Colvin, associate superintendent for administration services said as he presented his report to committee members.
Here's a look at the recommendations:
2009-10: Colvin said the recommendation for the this year would be to finalize a site and commit to building a third high school to open for the 2014-15 school year.
He also said they should obtain bids for the life safety work needed for the East View Elementary School at 4209 Rt. 71, Oswego, which was closed for renovations at the end of the 2008-09 school year.
Last on the list is a plan to complete the Ill. Route 71 road improvements in front of Oswego High School. This would include traffic signals at the entrance to the high school and the East View-District Administration Center.
2010-11: Colvin said the recommendation for the spring of 2010-11 is to redo all of the district's attendance boundaries.
"We would tweak our junior highs so Traughber wouldn't be crowded without opening Murphy, and we'd adjust our elementary to bring East View back on so you'd have all K-12 done at one time," he said.
Colvin added that boundaries also should be determined at this time for the third high school to open in the fall of 2014.
Colvin said he and Superintendent Dr. Dan O'Donnell have met with a firm that does the boundary changes for school districts at a reasonable cost.
He noted that 2010-11 also would be the last year for the three-year full day pilot kindergarten program at Southbury Elementary School at 820 Preston Lane, Oswego.
They also are recommending an addition be built onto Churchill Elementary School at 520 Secretarial Lane, Oswego, next year to avoid crowding problems and Colvin said they will bring the board a plan for the addition at a future board meeting.
2011-12: Colvin said all new boundaries would go into effect this year for grades K-12 and would be phased in with the opening of East View as a 750 student K-5 school and the completion of an addition to Churchill. The original plan was to have 625-650 students at East View, but it was changed to 750 last week to keep the size consistent with other elementary schools in the district.
Board member Mike Scaramuzzi suggested they consider building another elementary school rather than expand Churchill because of the cost for an addition.
O'Donnell agreed saying they had been looking into this because an addition to Churchill would not solve all their expected growth problems in the area. He said they have been looking at the possibility of building a new elementary school between Churchill and Wolf's Crossing Elementary School at 3015 Heggs Road, Aurora.
Also, Colvin is recommending that full day kindergarten centers be opened in East View, Hunt Club at 4001 Hunt Club Lane, Oswego, and Southbury elementary schools rather than having them in every elementary school.
Dr. Cathi Mundsinger, director of elementary teaching and learning, will present possible options for the full day kindergarten program at a future board meeting, he said.
Construction also would begin this year on the third high school and flex scheduling would take place at Oswego High and Oswego East high school at 1525 Harvey Road, Oswego, if needed, he said.
2012-13: Colvin recommended the ninth grade students in the third high school boundary be moved to Murphy Junior High and flex scheduling be continued in the high schools if necessary.
2013-14: He said the ninth and tenth grade students in the third high school boundary would be moved to Murphy Junior this year.
2014-15: The third high school would open this year with three classes-freshman, sophomore and juniors. Murphy Junior High would then be used as a junior high for sixth, seventh and eighth grades.
The following year, the third high school would have all four classes allowing it to have its own identity the same as Oswego East and Oswego High.
