Montgomery to consider Walgreens liquor licenses
Retailer seeking to sell packaged beer, wine at three village stores

by John Etheredge

11/12/2009

The Montgomery Village Board unanimously agreed this week to consider granting a liquor license to Walgreens to allow the retailer to sell packaged beer and wine at their three stores in the village.

The stores are located at 2091 Orchard Road, 1212 Ogden Avenue (U.S. Route 34) and 1799 Douglas Road.

A spokesman for Walgreens told the board Monday evening the firm is seeking to sell packaged beer and wine at the firm's stores across the country.

The spokesman noted that Walgreens previously sold alcoholic beverages from its stores, but halted the practice about a decade ago.

He noted the Walgreens at 1799 Douglas Road, which opened in 1984, was one of the stores that once sold alcoholic beverages. The other two local Walgreens opened over the past two years.

In a letter to the village, Irene Bahr, a Wheaton attorney representing Walgreens, noted it is the retailers' intent "to sell beer and wine package goods only. Beer will comprise approximately a 4.5 foot-wide cooler and wine will comprise approximately 12 feet of our beverage aisle. That compares with a total shelf space of a typical store of 2,733 (square feet), so you can see that it will be a very small percentage of our overall shelf space."

Concerning the sale of the alcoholic beverages, Bahr wrote, "Our policy is that anyone looking under 40 will be carded."

Bahr added, "We have video cameras that will monitor this area as well as other areas of our stores. More than 95 percent of our sales will come from non-alcoholic sales; no single service cans will be carried, the alcohol will be positioned away from the entrance to avoid grab and run type activity. During hours that sales are not allowed, our registers will be programmed to lock out any liquor sales."

Police Chief Dennis Schmidt told board members that in keeping with village policy, they had three options when considering the Walgreen's request: Tell the retailer they are not interested in creating the necessary liquor licenses; request additional information from the retailer about their request; or to move forward and create the licenses.

In a voice vote, the board unanimously agreed to have village staff move forward with the licenses. The licenses will be subject to a final board vote.

OK new liquor license
for Corner Pantry

In other business Monday evening, the board voted 4-2 to grant a Class C liquor licenses to the Corner Pantry at the northwest corner of Douglas Road and Montgomery Road.

The license will allow the retailer to sell packaged liquor, including hard liquor at the store, Schmidt said.

In granting the license, the Corner Pantry relinquished their Class I liquor license which had limited their liquor sales to packaged beer and wine only.

Board members Denny Lee and Robert Watermann cast the negative votes on the motion.
