Restaurant to locate near Jewel store

A Taco Bell restaurant will be built along Orchard Road in Oswego as a result of action taken by the village board this week.

Board members approved a development agreement for the restaurant as part of their consent agenda Tuesday evening.

According to the approved agreement, the restaurant will be constructed on a vacant lot at 3423 Orchard Road, immediately south of the Chase Bank building in the Orchard Way shopping center.

According to information presented to the board by the Rod Zenner, the village's community development director, the restaurant will have 2,385 square feet of interior floor space and a drive-up lane with room for the stacking of up to 10 vehicles.

The parking lot will have 34 parking spaces and a sidewalk will be constructed along Orchard Road to provide pedestrian access to the front of the building. The main access to the site will be from a north-south drive that extends along the west side of the property, according to the information.

The village plan commission previously endorsed the agreement in a 6-1 ballot.

mosquito control

In other business Tuesday evening:

•Board members voted to approve a contract with Clarke Environmental Mosquito Management, Inc., of St. Charles at a total cost of $43,684 for mosquito control services, upon the recommendation of Jennifer Hughes, the village's public works director.

The board also adopted a resolution declaring an emergency and the waiving of competitive bids to allow the village to award the contract to Clarke.

In a memo to the board, Hughes noted the village's public works department has conducted the mosquito control program for the past several years. However, she noted the public works department currently has only three licensed mosquito applicators on its staff, down from six at the beginning of the year.

Hughes also noted that village staff believes Clarke's work meets the definition of a professional service and is not subject to competitive bidding.

•Board members completed the first of two public readings of a final development plat for unit three of the Ashcroft Place Subdivision. The 41 acre project site is located along the south side of Woolley Road, east of Colchester Drive, near Traughber Junior High School.

In a memo to the board, Zenner noted the proposed final plat is similar to a preliminary plat for the project first approved by the board in 2005. The proposed final plat includes 91 single family homes on lots averaging 10,614 square feet in size, according to Zenner.
