Initial denial prompted Ledger-Sentinel to file FOIA request

The Oswegoland Park District has released the names of 13 area residents who applied to fill a vacant park board seat in December.

Cindy Benson, the park district's Freedom of Information Act (FOIA) officer, provided the Ledger-Sentinel with a list of the applicants and their addresses in an email received Feb. 13.

The Ledger-Sentinel had filed a FOIA request with Benson and the park district Feb. 7 seeking the names.

The FOIA request was submitted after Park Board President Bob Mattingly told Ledger-Sentinel reporter Lyle R. Rolfe Jan. 30 that the board had decided not to release the names.

Earlier during the Jan. 30 meeting, the board appointed one of the 13 applicants, Adam Sheinkopf of Oswego, to fill the vacant seat until the next park board election in April 2015.

The board had earlier discussed the applicants and interviewed four they had selected as finalists in closed session, as permitted under the Illinois Open Meetings Act.

In explaining the board's decision not to release the names, Mattingly told Rolfe, "They felt that the others lost so they decided not to release them."

The board's decision to keep the applicant names private prompted the Ledger-Sentinel to file the FOIA request.

Light Road, Unit 108, Oswego; David Behrens, 25 East Washington Street, Oswego; Douglas Blocker, 311 Lombardy Lane, Oswego; Cody Kamp, 605 Charlotte Lane, Oswego; Michael Kolowski, 486 Grapevine Trail, Oswego; Aaron Kramer, 800 Bona venture Drive, Oswego; Dale Malmstrom, 7 Hunter Drive, Montgomery; Michelle McCallough, 300 Berrywood Lane, Oswego; Adam Sheinkopf, 4090 Steam Mill Court, Oswego; Phil Siedleck, 17 Orchard Avenue, Oswego; Pat Stiles, 7 Fieldcrest Drive, Montgomery; Sandy Tarol, 540 Waterford Drive, Oswego; and Lori West, 304 Stoneleigh Lane, Oswego.
