| Funding for some capital projects, purchases included in new budget

The Oswego Village Board received some good news concerning their proposed 2013-14 fiscal year budget this past week.
Village Administrator Steve Jones said village staff was able to include some capital improvement projects and purchases previously requested by board members in the proposed new budget.
Jones told board members he would forward copies of the draft budget to them by today, Thursday, Feb. 28 and the board will review it during a meeting set for Tuesday, March 19.
Referring to the proposed budget, Jones said, "Financially things look strong; certainly stronger than the past few years, and we are in a situation where we have sufficient revenues so we should be able to catch up with some of those capital items that we have held back on the last couple of years."
Jones added, "The economy and some of the improvements we've seen locally are certainly allowing us to spend some money on capital improvements."
Computer users can now view board meetings
In other businesses:
_Michele Brown, the village's community relations coordinator, reported the village will begin live streaming all regular board meetings beginning with the board's next regular meeting on Tuesday, March 5.
The board meets twice a month, usually on the first and third Tuesday beginning at 7 p.m. or immediately following their committee-of-the-whole meeting.
Anyone interested with access to a computer will be able to view the board's regular meetings on the village's website at oswegoil.org.
Brown noted that she expected to have video from the board's Feb. 19 regular meeting available for viewing as of this past Monday, Feb. 25.
Brown added that the village will maintain an archive of past board meetings for viewing on its website. She said the archive will be maintained on the website indefinitely.
She also noted that the past meetings will be "time-stamped" to allow computer users to select and view only portions of meetings.
The village is the second local government agency to live stream their meetings. The Oswego School District Board has been live streaming its meetings on the school district's website.
_At the request of board member Terry Michels, board members agreed to consider updating the village's human resource policy concerning the appointment of individuals to vacant seats on the board.
Michels said he was raising the issue due to the recent appointment of former village board member Dave Krahn to a vacant seat on the Oswegoland Park District Board. Krahn's wife, Peggy, serves as human resource manager for the park district.
Referring to Dave Krahn's appointment to the park district board, Michels said, "I think it is a conflict of interest and I would like to see the village address the matter."
Michels noted that Ann Spears, the village's human resource director, has advised him the village currently has a policy in place whereby individual family members can be hired by the village "but cannot report to a specific supervisor who would be their relative. I appreciate that, but I'm looking to broaden the scope of that, even to the point that I asked (village) Attorney (Tim) Hoppa that I would be in favor of no appointments to fill a vacancy on the village board to any family member as well."
The board will consider Michel's proposal during their next meeting set for Tuesday, March 5.
