| Contracts awarded to light ball fields, pave two parking lots

Several much needed improvements will be made at Prairie Point Community Park in Oswego this year, according to Rich Zielke, Oswegoland Park District director.
The park is located east of Prairie Point Center in Oswego bounded on the north and south by Plainfield and Grove roads and is adjacent to the Prairie Point Elementary School.
Last week park board members awarded contracts to light the two remaining unlighted ball fields, install fencing and warning tracks at the fields, and pave the two remaining parking lots in the park.
Zielke said the first two fields were equipped with lights in 2011 with plans to eventually light all four. The fields are situated in the park so lights should not affect any nearby homeowners.
Zielke said the lights will allow more teams to play later each night.
Utility Dynamics Corp. of Oswego was awarded the lighting contract with a bid of $283,000, which came in below the $303,000 budgeted for the project.
"This is a local firm that has done several ball field lighting projects of similar scope throughout the area," Grant Casleton, district planning and development director, said in a memo to the trustees.
He said they are using the same energy efficient lighting system so all four fields will be identical and can be controlled through one source.
When the four fields were first opened there were no lights, which limited the time the adult softball leagues could play, Zielke said. The plan was always to eventually light them because the adult league is increasing in popularity each year, he added.
Classic Fence Inc., of Oswego was low bidder of four firms to do the fencing and warning track installations.
Their bid was $69,191, which was considerably lower than the original estimate of $106,200.
"Classic Fence has worked for the Naperville, Fox Valley, and many other park districts and villages. I am confident they have a good understanding of the project and will do a very nice job," Casleton said in a memo.
The paving contract is for two parking lots for the fields and the Plainfield Road entrance to the lots.
One lot has access from Plainfield Road and the other from Grove Road. Both lots are now gravel, which generates dust when it's dry and holds water after rains.
Traffic in the lots frequently creates potholes, and rocks kicked up by cars is a safety hazard, Bob Mattingly, board president said.
"Paving them will help with traffic control and safety," Zielke said. Stripping of the individual 150 parking spaces in each lot also will be included.
The Grove Road entrance is near Prairie Point Elementary School.
The paving bid also came in well-under estimate, Zielke noted.
The low bidder was Hardin Paving Surfaces of Hillside, with a bid of $154,500, which includes two alternates.
He said Hardin has worked for Kendall and Kane county's highway departments and has done numerous other commercial projects.
"Their references were very good. I am comfortable that they will do a very good job," Casleton said.
He had budgeted $366,500 for this project. But the low base bid of $132,550, allowed them to include two alternates to add an additional one-half inch to the asphalt thickness.
"This will be very beneficial in making the parking lots structurally stronger and last longer before any maintenance repairs will be needed," he said.
All three contracts were awarded by unanimous board vote.
